Pharmaceuticals & Chemicals Tariff Classification Seminar Thursday, April 9, 2026 9:00 AM to 4:00 PM     A full day chemical classification seminar with exercises to reinforce concepts.  The program will include basic guidance and hands-on practice on classifying chemicals in the U.S. Harmonized Tariff Schedule (HTS) Chapters 28, 29 and drugs in Chapter 30, mixtures, classifying drugs and placebos including classification of compound libraries. Other topics include: • Overview of  General Rules of Interpretation  and application to chemical chapters •  Definitions of chemistry terms  necessary for classification Chemical and Pharmaceutical Appendices Agenda: 1)     Reasonable care, knowing your product and Special Invoice Requirements for chemicals 2)     Mixtures vs. separate chemically defined compounds 3)     Isomers 4)     Organic vs. inorganic 5)     Chap 28 – brief discussion of acids, hydroxides, oxides and salts which are important to understand for Ch. 29. 6)     Ch. 29 – review meaning of headings with some examples of structures to illustrate concepts. 7)     Related coursework to reinforce concepts of: ·       organic/inorganic ·       saturated/unsaturated ·       acyclic, cyclic, aromatic and heterocyclic compounds ·       recognizing the various functional groups in Ch. 29. 8)     Classifying drugs and placebos 9)     Chemical and Pharmaceutical Appendices 10)   Prototypes 11)   Classifying compound libraries 12)   Chapter 38 mixtures 13)   Brief discussion of polymers    14)   Best practices Seminar Instructor: Andrea Abraham , Partner, Customs, and International Trade Law Meeks, Sheppard, Leo & Pillsbury, CONECT Director   ANDREA “Andy” ABRAHAM, received her J.D., cum laude, at night at Quinnipiac University, while working full time at Swiss Army Brands, Inc. At Swiss Army, Andy was Director of Traffic and Importing and handled the import and compliance issues for products such as pocket knives, cutlery, watches, sunglasses and apparel. She dealt with classification, valuation, reconciliation, drawback and NAFTA issues. For several years, Swiss Army had an on-site bonded warehouse. She oversaw all procedures and handled all entries and compliance matters for the bonded area. Andy has also dealt with various Canadian customs issues for Swiss Army’s subsidiary in Toronto. Andy started her career at C. Itoh & Co., a Japanese trading company. She worked in the chemical department handling import and exports. Andy is the author of  Chemical Customs Classification Manual, A Resource for Navigating Chapters 28 and 29 of the Harmonized Tariff Schedule and Polymers and Rubber Customs Classification Manual, A Resource for Understanding Polymers and Rubber in Primary Forms in Chapters 39 and 40 of the Harmonized Tariff Schedule.   Andy received her Custom’s broker license in 1997. She received her B.S. in biology and chemistry from the University of Connecticut. She is admitted to practice in Connecticut and New York.
