Lessons from the Applied Materials EAR Penalty Case: Navigating Export Controls in Semiconductor Supply Chains April 23, 2026 2:00 to 3:00 PM (EST) Virtual Complimentary webinar for CONECT members: Join us for this timely one-hour webinar as we dissect the recent $252.5 million settlement between Applied Materials, Inc. (AMAT) and the U.S. Department of Commerce's Bureau of Industry and Security (BIS), stemming from alleged violations of the Export Administration Regulations (EAR). This case, involving 56 unauthorized shipments of ion implanter equipment originating in Gloucester, Massachusetts and valued at $126 million to China's Semiconductor Manufacturing International Corporation (SMIC), an entity on the U.S. Entity List, highlights the escalating scrutiny on global supply chains in the semiconductor industry. Discussion includes: • Review of key laws and regulations violated · EAR license requirements for exports to Entity List parties · Restrictions on reexports of U.S.-origin technology •Compliance gaps and mistakes that contributed to the infractions, · Routing shipments through a South Korean subsidiary to bypass direct licensing obligations · Reported misunderstanding of regulatory applicability. •Remedial measures imposed · Substantial civil penalty (the second-largest in BIS history), · Mandatory internal audits of export controls programs · Potential denial of export privileges for non-compliance Participants will gain insights into forward-looking best practices, such as enhanced due diligence in third-country routing, robust end-user verification processes, and integrating automated compliance tools to prevent similar oversights. This webinar is hosted by CONECT's Export Sanctions and Controls Committee.
